为了鼓励中小企业善用所缴交的人力资源培训基金，人力资源发展有限公司将配合HELP大学，让中小企业家或其员工，报读企业家硕士课程。
在这项计划下，HELP大学将提供2万1千令吉的奖学金，资助获得人力资源发展有限公司批准的学员。原学费为3万6千令吉的课程，在扣除上述奖学金后，余下的1万5千令吉可从公司的人力资源发展培训基金内扣除。换言之，参加者无需缴付任何费用。
